With the August 9 approval of the rezoning of midtown east, covering 78 blocks between the east side of Third Avenue and the west side of Madison Avenue, from East 39th Street to East 57th Street, developers in these areas will have sufficiently greater access to air rights than before.   Landmarked buildings in this area can sell air rights anywhere in this rezoned district, as opposed to the general much more restrictive limitations.
